I recently built a new PC and now after a few weeks of having it whenever I run a benchmark or a stress test my cpu immediately starts to thermal throttle. I just uninstalled and re-download my drivers and bios.
I think it could be a bad cpu mount or the power supply not being powerful enough.
Any thoughts would be appreciated

Msi gaming x trio 4070 ti
Corsair vengeance rgb 32 GB

That's a given with that cpu - it comes up in a bunch of reviews.
The TG bracket should've allowed for higher clock averages, but you probably didn't record that before installing the bracket.

Does it hit the limit when you're not running a cpu benchmark or stress test?

Your correct I didn't test without the mount bracket
And no at idle or low load the package temp stays around 50-60°c

Correct
I have the xd5 elite pump also from corsair and a 280mm rad with fans and a 240 extra wide rad with fans on it aswell
And I'm running distilled water with biocide in it no dyes or pre-made fluids

If it is airlocked, just you manipulating may fix it. Pick the computer up and turn it through a few axis to see if you can dislodge any potential bubbles.

After that. hate to say it, but check the mounting. Not much else can go wrong as long as the pump is working.

Power supply is plenty big for pretty much whatever you could throw at it.
