What is your main use for this PC?

If it is for gaming, then you have a very weak graphics card, and should be looking at a GTX670/7950 class card for a balanced pc.

Liquid cooling is expensive, noisy, less reliable, and is not needed. A decent air cooler will be just as good.

Ram faster than 1600 is largely useless with ivy bridge.

With your budget, you should have at least a 120gb SSD.
If your storage needs are modest, ditch the hard drive in favor of a 240gb ssd.

Windows 8 has had mixed reviews. Try it first, many will prefer windows 7.

My intentions are for gaming but I'm not going to be doing much of the first person shooters or things it will be mostly for minecraft and Skyrim. I can't really afford the 670's so i thought I would go for a lower card and upgrade later when I'm more educated on this stuff. Thanks for the reply though and I will look into the SSD and ram changes. Also what would a good SSD be I know read and write times are important but what would a good balance between the two be.

If you might upgrade your graphics card later, a slightyl stronger psu up front is a good idea.

Have you considered assembling a pc yourself?
Sum up the cost of the same parts to see how much ibuypower is charging for assembly.
