New PC built and of course - no boot with 2 sticks of RAM

Just built this beast!
730T corsair case
GTX 660
i5 4460 3.2 GHz
SUPPOSED to be 8 gigs of RAM
and a Biostar h18s2
In the manual, it shows only 1 RAM stick being installed to the slot (B1). When i have a stick in B1 my computer boots up just fine. With both there's no screen display and it just endlessly restarts itself. I've researched this four hours and found many "answers", but none have worked!
I updated the bios to a 2014 version, yes i've checked if both RAM sticks work.
Bios looks fine and reads everything installed to the mobo. I've reset the bios after using the jumper as well. I don't know what to do and as much as i want to believe it's a bad mobo, i just can't. I'm hoping for new solutions as this seems to be a HUGE problem.

I guess i'll add more so you guys won't have to ask questions (it's my first post), lol.
The A1 RAM slot is the slot that seems to be a defect. I don't want this to be true because i just can't see it happening! There's got to be something little behind this. I've looked around in the bios and i mean i did what i've researched like increasing dram voltage, but nothing.
