[SOLVED] New PC can't get video to start format

Just built PC, can't get video to pull up on any monitor. Tried plugging into GPU and mobo, neither work. GPU fan turns on initially, all fans run and LEDs work. RAM LEDs come on as well as CPU fan. I have the same GPU (Geforce GTX 1060 6g) on another PC and works flawlessly. Build is as follows:
CPU - i7 8700 6 core 4.6ghz LGA 1151 300 Series
GPU - EVGA GeForce GTX 1060 SC GAMING, ACX 2.0 (Single Fan), 6GB GDDR5, DX12 OSD Support (PXOC), 06G-P4-6163-KR
MOBO - MSI Z390-A PRO LGA1151 (Intel 8th and 9th Gen) M.2 USB 3.1 Gen 2 DDR4 HDMI DP CFX Dual Gigabit LAN ATX Z390 Gaming Motherboard
PSU - Corsair CX Series 550w 80 Plus Bronze Non-Modular Power Supply
SSD HD - Samsung 860 EVO 250GB 2.5 Inch SATA III Internal SSD (MZ-76E250B/AM)
Secondary HD - Seagate SATA 6Gb/s 3.5-Inch 4TB Desktop HDD (ST4000DM000)
RAM - G.Skill Trident Z RGB 2x16g

try to reset BIOS and start PC with one stick of RAM again. If you haven't tried that

give us the exact model of RAM

it seems somehow both sticks of RAM are bad, the motherboard has an EZ Debug LED and it indicates the RAM is the issue. I have tried one stick in every slot, 2 sticks in every combination of slots.
