new pc extremely slow

hello everyone my parents bought this laptop in august 2016 so it's fairly new and was barely used, my mom would use it once a week to watch youtube vids or facebook nothing else after 2 months they started stopped using the pc saying it was slow as hell..i gave it a look and indeed the pc is slow for a brand new laptop barely used this is not normal, so before attempting anything we went to the store and the guy said that i should do a clean install of windows before handing over the pc for the support because if it was a software problem the service would be paid, so 2 days ago i formatted and installed a clean win10 copy with the built in recovery. I made the windows updates and installed the newest drivers found on HP website the pc is still very very slow speciialy when opening a browser, any browser even tried with a game lego marvel super heroes on low settings still unplayable cant even watch youtube videos without lag and also the cpu and disk are often at 100% usage or almsot always at 70%+

the pc and specs: Notebook HP - 17-p100np (ENERGY STAR)

AMD E1-6010 4gb AMD radeon r2 graphics 1.35 ghz

also: my laptop has win 10 but its extremely slow, can the win 10 be the issue? i have a win 7 cd that i could install but the warranty guys said tha tif i install other windows that isnt win 10 from the pc they wouldn't try to repair it, so if i install win 7 and the pc doesnt get faster can i install the win 10 with the built in recovery of the laptop or that option disappears?
 
Honestly the computer is probably just slow due to the components. It's only a 1.3 ghz dual core processor with 4 gb ram, and a 5400 rpm hdd. nothing about that suggests it should be fast. It would be suitable for very light MS office work and light web browsing. Not surprising that it struggles with any gaming and youtube videos.
 


the pc was 500€ i find it hard to believe that it cant even run youtube videos 🙁 ive seen worse pcs do a better job
 
If you've done a clean install of windows 10 and and it's still slow, I'd lean toward the hardware. A 1.3ghz dual core cpu that only support single channel DDR3-1333 RAM isn't going to get you very far. I'm just a random voice on the internet, so take my opinion with a grain of salt. thanks for your input everyone says that the pc is bad and i believe but still not being able to watch youtube videos is so strange.. ive seen worse pcs behave better but well im taking it to warranty and see what they say
