Question New PC, Game Drops FPS to 59 constantly

I have no idea why the Game is dropping Frames. V Sync is on (60hz/1080P TV). All Temperatures are good. Vram usage was according to Task Master at 4 GHZ. No Background programs.

Gpu is not fully utilized. Could the CPU still be to weak?

This is on the highest Settings + Render Resolution at 2.0 (i presume 4k). What i noticed is that dropping to render Resoluton to 1.0 seemst to solve the issue. However i do not understand why?

This all on a Clean newly installed System with the latest Drivers.

For the sake of this discussion, you should state the BIOS version. If you updated the BIOS, did you clear the CMOS after you'd verified the BIOS was updated successfully?

This all on a Clean newly installed System with the latest Drivers.
Did you install the OS in offline mode? If not, you should use DDU to remove al GPU drivers, then manually reinstall the latest GPU driver in an elevated command, i.e, Right click installer>Run as Administrator.
