Question New PC, games look indredibly blurry/washed out

I'm going insane. Last week my 980ti died and my motherboard died too. I built a new system Tuesday and put in my very old 750ti.
However after installing my drivers etc whenever I play a game it just looks awful. Everything looks washed out and indredibly blurry, it's hard for me to describe what I mean but here is a picture.

The image doesn't look as bad as what I see. How do I fix this? I checked NVIDIA control panel and everything is default besides Vsync is off.
Also I think when I type into Google the text seems slighlty OFF too if that helps

Update your post to include full system hardware specs and OS information.

Did you manually download the video drivers via Nvidia's website? Reinstall and reconfigure on your own? (No third party driver installation apps.)

Try another known working monitor.

Try installing the 750ti in another known working computer.

Determine if the problem always stays with the computer or follows either the GPU or monitor.

I used NVIDIA Geforce, couldn't find a specific driver for such an old GPU.

Reason I bought a new PC was because my 980ti burned and damaged my mobo. I don't think it's safe to use GPU into my old PC so can't test it.

Monitor is fine. It's an old monitor.

Maybe try the drivers applicable to the following models/versions of that 750ti GPU in hopes that those drivers are a bit backwards compatible.....

Even if not specifically listed for the 750ti.

Here's the problem. I have my mind set on purchasing a high end GPU but right now I don't even know where to begin. Everything is so overpiced and I don't think I want to purchase something pre-owned and put into my new system which was built a few days ago.

However I've been considering getting this. I think it will perform just as good as the 980ti I had but getting this will encounter another problem. My monitor does not support Displayport and the adaptors from dvi > dp seem to be over £130 which is the price of a new monitor.

I've had such bad luck these last few weeks, I get problem after problem it's making me extremely depressed.

EDIT: I made a mistake. The reason I want to get this GPU above is so it works with my monitor whereas most RTX cards don't. Mistyped the last part wrong, sorry!
The GPU I linked will hopefully perform just as well as the 980ti and it prevents me from having to purchase that expensive cable or a new monitor because it should fit with my current display.
