New PC had lag in most games.

Hey guys, I recently bought a new (budget) gaming pc, but alot of games don't run well on it... Fallout 4 even runs worse than on my old pc, which had an old i5 with 2,5 gHz and an geforce 660. My specs are: AMD Athlon X4 845 CPU | ASRock FM2A68M Motherboard | 8GB DDR3 1600MHz memory | 1000GB S-ATAIII 7200rpm Harddisk | Nvidia Geforce GTX 1050 Ti 4GB GPU | 500watt ATX power |

My CPU shouldn't be bottlenecking the GPU, I have the latest drivers and tested out older ones. Someone know what's wrong?
