New pc hard drive cannot download win 10 boot USB drive

Hello,

I recently built a new pc for gaming, and everything went smoothly until i inserted my USB drive into my pc and loaded up the windows downloader.. when i went to select my drive it gives me 0x80070057 error and yes I changed the partition by deleting them, I'd say about 15 times. I get a small error that says "hard disk will fail soon cannot download windows" should I spend my money on a new hdd or is there another solution? PS when I boot up I find multiple errors saying "S.M.A.R.T error"

It sounds very much like you have a dying-almost dead HDD.
Time for a new one.
