So i am buying everything new except for the PSU and the HDD

On my hard drive there is w10 installed and just about everything i need, its split in 2 partitions

When i pop the hard drive in my new build will it even boot to desktop so i can transfer the w10 iso file to my usb for a fresh install?

There is no 100% either way. Anyone that says it "always works" simply has not tried it enough times. And the further apart the hardware, the less likely it is to boot.
Licensing and Operation.

Is your license for your Windows OK for use with a whole new system?
Operation - It might not boot up. Period.

Sometimes it works, sometimes it does not work.

Prepare for if it does not. Gather your license keys, install media for all your software, passwords, etc, etc.
If it doesn't boot, you are prepared. If it does boot up, cool beans.

But if it does not, and you are not prepared...then what will you do? Full OS install, wiping out whatever is on that drive.
it will very likely not boot at all if you are trying to load into windows from the same installation. you will need to start from scratch. you will also lose your windows 10 licence if you upgraded, bought the oem copy or had a pre-built machine. might need to repurchase windows. your code registers with your hardware, so trying the previous machines code on the new machine will invalidate it.

get the windows tool to make a usb drive for reinstall here:
https://www.microsoft.com/en-us/software-download/windows10

buy windows 10 download copy here:

yes it will work fine, you could use that installation if you really wanted to, but you would have to do some digging around to remove all the old drivers and install the new ones, it is probably easier to do a fresh install.

The Win 10 on your current hdd, was it a retail copy of win 10 or a upgrade?

If retail, I would just fresh install it without running it on other pc, it may not start as all drivers are different

If an update, you can't use it on new pc as it matches the motherboard it was originally installed on.

You cannot move oem installs or upgrades, but you can retail copies.

If you had a upgrade or oem copy, you have to buy a new licence to install it on new pc.

it will definitely boot, I use drives from other systems all the time, your hardware just wont be optimized because the drivers are not installed.

ive never had a problem, with windows 10 it will have to do a quick setup getting the Microsoft generic drivers for your hardware but thats it.
