New PC in a power cycle, no post

Hello,

I’ve recently built my first pc (intended for gaming), and after putting it together with the help of an experienced friend, it simply would not post or boot up via VGA or DVI. Once the pc is turned on, it only shuts off about 30 seconds later, then turns on by itself a few moments after it has been shut off automatically.
My current specs

ASRock AB350 PRO4 Motherboard

Ryzen 5 1500x processor

MSI Gtx 1050 2GB graphics Card (OC edition)

EVGA 430w Power Supply Unit

1TB WD blue HDD

Patriot Viper 2x4GB DDR4 RAM (2400MHz)

Zalman R1 Case


Troubleshooting methods I have tried
-Tested by for shortages in the pins and standoff’s (no shortages)
-Tried 2 different PSUs, One EVGA 500w and the other EVGA 430w
-Reset CMOS
-Manual On board BiOS reset
-Tested motherboard out of case on the box that the motherboard came in, (same exact result - no post and power cycle)
-Tested both sucks of ram in each slot about 3 times
-Quadruple checked all PSU connections for each PSU I tried
-complete reassembly

And with all these attempts the exact same result ensued, aka the power cycle and no post via DVI or VGA
Important note
-each of these components are brand new
-No CPU or On Board graphics (graphics supplied from gtx 1050
-each time power is turned on none of the fans act as normal, they are visibly slow to start up and maintain a slow rpm

Any help that fixes this heep and I will be eternally greatful
