Question New PC is a bit slow - - - what could be the issue ? The SSD perhaps ?

Hello.

Issue: Runs a bit slower than my old PC. Its minor, but noticable. Like some slight lags/slow down. Its fine in games, but everywhere else its noticable.

MB: ASROCK B660M Pro RS
CPU: intel i5 12400f
GPU: Geforce 4060
RAM: 33 GB G.Skill Ripjaw
SSD: Lexar NM 790 1TB
OS: WIN 11

- according to CC Cleaner all drivers are up to date (sans Realtek/NividiA audio/intel ethernet connectivity/intel managment interface)
- newest GPU driver installed
- BIOS is 2 versions older (recommendations on reddit where to test everything else before updating the BIOS)
- Lexar is a PCI 4x4 but installed in 3x4 slow (is this the issue? reading thread here and on reddit its supposed to slow it down to 3x speed, but it should be slower than a regular SSD)
- not sure if this is an issue, but my previous PC with a not MB SSD was instantly at the Windows screen after starting (this one for like 2-3 secs at the asrock screen before jumping to windows)

Temperatures according to speccy/core temp are (idle)
MB 24 C
GPU 47 C
CPU 34-40 C
SSD TEMP (according to WIN 11) is 38C

What could be the issue? (Userbenchmark couldnt find the SSD and told me my PC was performing sh*te) Should I change the BIOS? (PCI slot from auto to 3/4)? Should I switch the SSD spot? Is there an SSD Driver?
 
So the only problem is it's a bit slower loading into windows?
That can be as simple as the motherboard takes a bit longer to go through it's self check before loading windows.
This and its kind of slow when starting up a new vlc file. It takes a tiny bit longer to load a game.

Can you show screenshots from CPU-Z - memory and spd sections.
It's possible, ram settings are not configured properly.

Did you remember to install Intel INF chipset drivers from motherboard support site?

Where do I see if I have the intel inf driver installed or not? Asrock was running some programs at the start, I think it was downloaded there, but I am not quite sure. Should I download the INF thing again?
You mean this one here right?
