I can't scroll down any further to look at the memory temp.In the sensor page is there more you can scroll down to? Look at memory temperature. Wondering why memory clock is so low.

Was card bought new or used? I'm wondering if it was bought second hand the previous owner might've failed replacing vram thermal pads.
Im thinking about just replacing the gpu, is there any way to check if it is only the gpu or could it be any other parts?Contact Powercolor and see what they have to say about vram frequency not increasing whether there's something wrong with it.

Try the IGPU. Reseat the RAM, Processor, check if everything is plugged well. RMA the board or the GPU, try eliminating what causes the Issue! Update us too! Maybe Thermal throttling? Reseat the Cooler and apply thermal paste! If you bought the VGA used then repaste itI have all of the drivers but i don't know hot to the xmp/expo in the asrock bios.
Did you put ur memory in Dual-Channel mode? You need to do that! Did you install the correct/newest ASRocK Chipset drivers?
