Question New PC Issue

So, I have had my new PC, and I'm running into issues I shouldn't be running into. My CPU is an AMD R7 7800X3D, my GPU is an Nvidia 4090 FE, my motherboard is MSI X670E, I have 64 gigs of memory, and my power supply is 1200MHz. So you think I would not be having the following issues. When I play RDR2 and Cyberpunk 2077 with the high-to-ultra settings, I get frame stuttering. I still have the same problem when I place the settings from high to medium. Now, I have no idea what is going on because these games should be running as smoothly as silk. Could someone tell me what the issue might be?

Yeah you definitely shouldn't be having those issues.

Correct drivers installed? All hardware correctly installed? Sufficient cooling? Minimal background tasks running?

What is your FPS at each setting? Is the stuttering infrequent or constant? Are you on your first video driver package? Do your memory clocks check out? Can you rule out throttling or heat problems? Can you get through some gpu benchmarks without issue? Need more diagnostic data.
