New Pc just build not connecting monitor, and cpu fan not spinning.

Monitor just keeps going to sleep, mouse and keyboard sometimes get power, mainly the mouse.
Monitor does work because we use it for my old pc.
Bought a bigger power supply to see if it was that, still doesn't work.
CPU fan doesn't spin at all, not sure if it is supposed to since this is my first built pc.
We think its the motherboard that came broken, any opinion or advice would be helpful.
 
the CPU fans should spin so that could be a problem with the cpu cooler,apart from that i can't really tell you much about the fan.
about the monitor...what input are you using for your monitor and what monitor is it
 


Sorry I dont know much about computers and all so what are inputs? im currently using a hp w2408.
 
the monitor itself doesn't seem to be the problem,it has all the inputs that it should have,can you explain the monitor sleep thing,does it say anything like "no connection",or does it just stay black just like when the PC isn't turned on at all
 


One of my family members who helped said that it wasn't connecting to it, and we cant do the bios thing because the mouse and keyboard aren't getting power and monitor says no connection and then says going to sleep.
