New PC keeps shutting off

First, here are my components:

Motherboard: ASRock X99 Extreme4 LGA 2011-v3 Intel X99 SATA 6Gb/s USB 3.0 ATX Intel Motherboard
CPU: Intel Core i7-5960X Haswell-E 8-Core 3.0GHz LGA 2011-v3 140W Desktop Processor BX80648I75960X
PSU: CORSAIR HX Series HX850 850W ATX12V 2.3 / EPS12V 2.91 SLI CrossFire 80 PLUS GOLD Certified Modular Active PFC Power Supply New 4th Gen CPU Certified Haswell Ready
RAM: G.SKILL Ripjaws 4 series 32GB (4 x 8GB) 288-Pin DDR4 SDRAM DDR4 2133 (PC4-17000) Desktop Memory Model F4-2133C15Q-32GRB
GPU: EVGA 01G-P4-2650-KR GeForce GTX 650 1GB 128-Bit GDDR5 PCI Express 3.0 x16 HDCP Ready Video Card
HDD: SAMSUNG 840 EVO MZ-7TE500BW 2.5" 500GB SATA III TLC Internal Solid State Drive (SSD)

  ■ I've gone through the "READ THIS FIRST" guide that everyone posts on these kinds of threads.
  ■ I've powered the PC on then unplugged the chassis power cable to see if that was causing any problems.
  ■ I've tried every arrangement of RAM configuration.
  ■ I've taken the components out of the case and breadboarded it on a non-conductive surface.
  ■ I've removed excess components to where all I have hooked up are the MOBO, GPU, and KB/M.

I'm still having boot errors. The computer will turn on and go into the MOBO's setup menu where I can navigate around and change settings, but it'll shut off after a minute or two. I haven't even gotten to the point where I can begin to install an OS (which will be Windows 8.1). What am I missing?

It might be a heating issues. Can you check the temperatures in BIOS/?

I just ordered an aftermarket CPU Fan/Heatsink to see if that helps. I'll be here tomorrow. Unfortunately I can't keep the computer on long enough to see what the temperatures are.

Then let's wait until installing the new fan and see if still the same.
