New pc keeps spontaneously hard rebooting

I recently but my first pc. It booted fine but when I tried installing windows 10 via USB it kept hard rebooting, I got it to install but then i can't get past windows boot manager without it hard rebooting. So far I have checked all power connections, I have checked front io connections, I have completely reassembled the pc, checked the cpu socket for bent pins, tried only using one ram stick. Nothing changed

Can anyone help me with this?

My pc specs are:
MSI z370-a pro
Intel i7-8700k
2x Corsair Vengeance lpx 8gb 3200
evga geforce gtx 1070 gaming acx 3.0 8gb gddr5 (08g-p4-6171 kr)
Samsung Evi 970 250gb SSD
Corsair RM 550x

Have you tried with each stick of RAM separately? If one of them is bad and you only tried taking one random stick out and testing, it could be the one that you left in for the test that's bad.

Also, are you running all of your voltages and clock speeds at default right now?

i have tried both sticks of ram individually with not much difference, i don't know about clock speeds though is there an easy way I can check it.
