I bought https://www.amazon.co.uk/Cyberpower-Warrior-i5-1060-Gaming-PCI/dp/B075H6V8KY/ref=sr_1_39?ie=UTF8&qid=1507501160&sr=8-39&keywords=gtx%2B1060%2B6gb%2Bssd%2Bi5%2B1tb&th=1 this pc on amazon a few weeks back, it just came today.
After going through the setup, hooking up power and peripherals, and trying to run the PC, my old e2013hc Dell monitor just runs power save mode whenever I try to turn it on. It's hooked up to the PC via VGA cable. I went through the self-diagnostic program for the monitor (cycling through colours basically) and the results apparently indicate (according to monitor handbook) it's a PC problem and not a monitor one.

The 1060 card appears to be hooked up and its fan (as well as all other fans) runs when the pc is on. I don't know if this is relevant but one of the two RGB strips in the case doesn't turn on either.

Solution
You have to connect the monitor to the graphics card, not motherboard. For testing the pc you can try removing the graphics card and then you should be able to use the vga onboard.
