Question New PC No Power! Please Help!

Specs:
intel i5 6600 (found in old computer, not tested)
Biostar H110M Motherboard (Brand New)
8gb DDR4 2400 Samusng Memory (used and it does work)
Dell generic psu 300Watts (used, pulled from old dell pc that worked with this psu)
Onboard Graphics
Rosewill microatx case (New)

I put all the parts together today and plugged in the power cord. As soon as the cord was in, the CPU fan started to spin and the USB light turned on. After a few seconds, the system turned off so I pressed the power button and nothing happened. I re-seated all the front panel pins 3 times and made sure the +/ - signs were correct and when I pressed the power button on the case, it still did not turn on. I have re-seated the CPU, RAM, and also changed the RAM slot. There is still no power going through it. The only time there is power is when I plug in the power cord in the PSU and even that only lasts for like 5 seconds and the system turns off. I tried to jump the power pins and nothing happened. On the back of the PSU there is a button and when I press it, the PSU led lights up and the fan spins, but there is no usb light. As soon as I let got the button on the back of the PSU the power stops. IDK what else to try. All responses help thanks, have a nice day.

UPDATE: when the computer is on, the psu fan does not spin at atll.
