new pc not loading files

I built a new pc few weeks ago and sometimes theres problems like chrome not opening, chrome responding really slowly, when i open file explorer nothing loads. i checked task manager and its 0% and write speeds around 1MB and when this happens i just restart and everything works fine for about 30 mins and that just happens again.
this is by ssd btw: Samsung 850 EVO 250GB

Please do try these troubleshooting steps that may help solving the issue.
- Start by running Windows Update because this maybe another software glitch of Windows 10.
- Next is to run a complete virus/malware scan, please refer to this link below for tools and guide.

- Also do uninstall software that are not being used or you don't recognize.
- Lastly, if all these will not work I would suggest reinstalling Windows 10.
