Question New PC not POSTing

I just built a PC and it doesnt appear to be POSTing. The green light on the motherboard is lit, meaning it's having a boot issue.

CPU - Ryzen 2600
Motherboard - ASUS ROG B450-I
RAM - Corsair Vengeance RGB 2x16gb
SSD - Samsung 970 Pro NVMe M.2
PS - Fractal Design 450w
GPU - Radeon HD 6670 (from an old PC)

What I've tried -

1. Reset BIOS by shorting pins.
2. Removing unnecessary hardware.
3. Removing RAM, using 1 stick, and rotating.
4. Tried 600w PSU.
5. New motherboard.
6. New CPU.
7. Verified all connections.
8. Verified correct HDMI being used.
9. I'm sure there's more I can't remember.

At this point, the only thing that I haven't tried is new RAM. I'd like to hear suggestions before I return the RAM for new. Thanks!

Edit - I'd also like to mention that the PSU fan, heatsink fan, and two other fans power on. I'm not sure if it matters but the RGB on the motherboard and RAM also turn on. I also did everything in the troubleshooting post.

What cable using for connecting the monitor? Are you connecting it to the graphics card, and not to motherboard?
