[SOLVED] New PC not turning on

Just built my 2nd PC. I'm sure I connected everything right, but the PC won't turn on manually or via power button. When I plug it into power the motherboard lights up RGB for about half a second but no fans start to spin or anything. There's one VSS pin broken on the motherboard CPU socket. I recently switched out the PSU and breadborded the PC, but nothing changed. Any ideas? Quick note: never installed Intel CPU's before
Specs: PSU- 12V, 850W Hydro G
CPU- I9 9900K
GPU- RTX 2080
RAM- 2X8 GB Vengeance lpx 3000MHz
MOBO- Aorus Z390 Pro

VSS is a ground (earth) pin

Overall that means that some electrical circuit is broken and current cannot flow.

Which pin? Use the following link (motherboard User Manual) to identify the pin:

Do verify that I found the correct User Manual.

If the motherboard was delivered with a broken pin you should be able to RMA the motherboard for a replacement motherboard.

It is the correct manual, but I think you got the context wrong. All the motherboard power slot pins are ok, but 1 CPU ground pin is broken. Since it's a ground pin i figured the PC would still be able to boot. The exact pin on the mobo is L11, you can find it here https://cdn.videocardz.com/1/2017/10/Coffeelake-LGA1151-Pinout-1.jpg. I forgot to mention that nothing worked BEFORE i bent the pin (because I was switching out the processor too much) , i checked everything except the CPU. I can't return it because i bent the pin and while they were fixing it it broke off.
