[SOLVED] New PC only boots once

I have recently built a new PC for a friend. Some old parts, some new. I was able to install Windows with no problems, installed some drivers, etc. The problems started when I removed the Windows 10 USB and tried to boot without it. Every time I power it on it stops at the post screen and never loads in.

I've tried boot order swapping, turning on legacy boot, turning off legacy boot, fully wiping the drive, reinstalling windows multiple times, reseating everything, nothing works.

Every fresh Windows install I'm able to go into Windows and do whatever, but as soon as I either go into BIOS or remove the Windows USB it doesn't work anymore. Does anyone here have any ideas?
