[SOLVED] New PC performing much worse than 6 year old PC

Just built a new gaming PC however it is performing much worse in everyway than my old PC and im not sure what to do now
New PC specs:
Asus B660M-K D4
I7 12700
2 x 16Gb 3600 Mhz
GTX 1070
OS is runing on 980 pro

all the components are new except for my GPU

My problem is that with my old PC i could get around 100 fps in most games such as monster hunter, elden ring and 200+ in games like CSGO. However after building my new PC with a fresh install of windows i cant even get 30 fps in monster hunter or elden ring and in csgo im getting like 90-250 fps which is constantly fluctuating, and my computer crashes quite frequently after enabling XMP it crashes even more frequently. Ive monitored performance using MSI Afterburner and the thermals seem fine. Ive tried lots of fixes ive seen online however nothing seems to work and i am at a loss right now. Does anyone have any idea what the problem could be ?

What was your old processor that you are comparing to?

Why did you upgrade since your previous performance was so good?

Is your ram a single kit of 2 x 16gb, or did you buy two identical single sticks of 16gb each?

Check your ram, with and without XMP
Run memtest86 or memtest86+
They boot from a usb stick and do not use windows.
You can download them here:
If you can run a full pass with NO errors, your ram should be ok.

Running several more passes will sometimes uncover an issue, but it takes more time.
Probably not worth it unless you really suspect a ram issue.

Download and install the nvidia drivers directly from nvidia,
Do not use "helper"apps.

monitor connect to the gpu and not the motherboard?
brand and model of the psu?
cpu/gpu usage during the game?
using windows 11?
latest bios?

Yes monitor connects to GPU
PSU - Corsair CX750F RGB
using windows 10, tried windows 11 but had the same problem, fresh installed both
and yes using latest bios

Edit : when running elden ring GPU usage is 97 % and cpu is 32 % , when running Monster Hunter GPU is 99% and CPU is 25%. Im getting around 30 fps in both games

12th gen Intel is going to want to be on W11.

Make sure to go to the motherboard manufacturer site and download/install all of the applicable drivers and utilities there.
Give Windows some time after the install to download all the updates and so forth that it will need.
Go to Nvidia site and personally download and install the most recent driver for the GPU.
I also like to use Samsung Magician with their drives. It will update firmware, etc. if required and tell you health of drive.
Make sure that you have applied the XMP profile for your RAM.

The 12700 has 8 performance cores and 4 slower helper cores.
Win 11 can tell the difference and will direct performance to the P cores.
But, it seems that win 10 can also do this, at least on my system it does.
If your games are largely single threaded like I think they are, and are assigned to a slower E core then that could explain things.
By now, most impacted games will have game patches to avoid this issue.

Be careful how you interpret task manager cpu utilizations.
Windows will spread the activity of a single thread over all available threads.
So, if you had a game that was single threaded and cpu bound, it would show up on a quad core processor as 25%
utilization across all 4 threads.

My old processer was an intel I7 6700k
The upgrade was a birthday present from my girlfriend

Ive also just updated to win 11

Ill try memtest86 now and let you know

edit : My ram passed about 8 tests before i ended it
