New PC Poor Performance

New PC Poor Performance:

Specs:
CPU = intel i5 8500 3.5ghz
mob =ASUS TUF H310M Plus Gaming
GPU = 1060 3GB
RAM = 8gb 3000mhz
PSU =Seasonic 520W 80+ Bronz

I just got this PC today and i am getting insanely low fps in games.
For example on low settings in csgo i am getting barely over 150 fps.
Any idea on why am i getting low fps?
My idea is that i need to flash the BIOS but i dont want to start something i dont need to do.
Any answer is appreciated.

- Windows power option:> high performance.
- Graphic card software (manufacturer software) or MSI afterburner : 100% power limit
- Software monitor temperature and clocks CPU+GPU integrated and discrete: Hwmonitor + upload screenshots under load (while gaming).

make sure you are using the gpu, make sure the monitor is plug into it.
Also check cpu/gpu temps and usage.

Alright its solved now. I was actually asking for a friend of mine who doesnt speak english and as it turns out doesnt rlly understands computer. He pluged it into the motherboard not the GPU so its solved now. Thanks for the answers.
