[SOLVED] New PC posts but Fails to Display Windows Correctly- Help!

I am building a new PC and have run into an issue with Windows.

The PC is able to boot into bios fine and the display works correctly, but when windows launches I get a broken blue screen.

This is occurring when booting off my HDD as well as a fresh bootable USB with no other drives connected.

I have tested and confirmed that all PC components are functioning separately.

Is this a BIOS issue? I have already tried resetting bios to defaults with no luck.

PC specs:

Intel Desktop Board
i3 3220 CPU
Integrated graphics (I'm getting no post through my GPU so just trying to use integrated to boot as of now)
8gb ram

So when I add the GPU and try again, I get no post. The display cycles through the inputs then turns off.

I have tried with two known working GPUs and both act the same (no post)

I have spare CMOS 2032 batteries on hand. Would you advise trying a new one?
If you have spares you should try, also try measuring voltage if you have a multimeter. Make sure to unplug the PC and leave the battery out for about 5-10 minutes before placing a new one to make sure the CMOS gets reset
It could be the integrated GPU. Try to put in the dedicated GPU you mentioned and clear CMOS. If you still get no post try to get any GPU from another PC just to test it. Does it still display garbage?
