New PC, problems

My friend bought a new PC, in parts. He got a friend to set it together. The problem is, that the CPU runs very high, and has several drops. The graphics in games are bad, and it lags a lot. The specs are:

* EVGA GeForce GTX 560
* Intel i7 960
* Sapphire PURE BLACK x58 socket-1366
* Corsair XMS3 DDR3 1600MHz 12GB CL9


We think it might be the motherboard that is not working. Anyone know?

What do you mean "the CPU runs very high"? Does this mean the CPU usage is maxed out even during idle, or does this mean the temperature of the CPU is high?

The first things I would try are:

1) Check for malware, viruses.
2) Check CPU/GPU temps, ensure heatsink is properly seated on the CPU, ensure adequate case airflow.
3) Do a clean installation of video drivers.
4) Do a clean installation of windows.
5) If none of the above work, go component by component testing each.

Have you noticed anything on the motherboard not working? ie. network, sound, usb ports, etc?

The CPU usage is almost maxed, but after a restart it runs at 0% idle, but jumps up to 50% every 5 seconds or so, then back to 0%. We just did a clean install, but still the same problem. The newest drivers are installed.

We did a benchmark test of the computer as well, and the 3D Grapichs scored very low compared to what it should have. But the clock speed and memory speed is normal, so could it indicate a bad mobo?
