Budget?
Monitor resolution?
What exact psu do you have?
dont have really budget, i dont want to spend way too much also. resolution is 1920 × 1200. Psu is some older 500w, not sure what brand exactly. I will probably buy a new corsair psu also. I was just wondering what cpu should i get if i get for example 1070 8 gb gpu

This upgrade will require a new motherboard, ram and psu, since you are changing the platform.
11400 should be able to last you as long as your i5 3350p did, if your main goal is gaming/streaming.
6 cores and 12 threads is more than enough for those tasks.
Aftermarket cooler isnt needed, but will for sure help with temps, and it looks better imo.
The motherboard is a decent. Wont allow you to overclock but has a lot of modern features.
2x8gb 3200MHz is what most people go with nowadays. Perfect balance between capacity, speed and price if you main goal is gaming/streaming.
A PSU change is a must in my opinion.
Some old non-labeled 500W unit isnt gonna cut it.
BTW, for that GTX 1070, make sure that it works before you buy it, the price is acceptable considering the current market.
Expect a drastic performance difference.
Good luck!

EDIT:
What about your storage and case?
Since you have a older system, i assume you dont have a SSD?
Also these new parts will run hotter than the previous ones so getting a case with good airflow is a must. What case do you now have?

case is decent, with good airflow etc. I have 1x 120gb ssd where windows is. 240gb for games and 1tb hdd for some random stuff

Im from Estonia. Ive heard everywhere that intel is alot better than amd. Was wondering why is that so
As far as gaming goes both Intel and AMD are pretty close to equal. Intel has a slight edge on pricing hence the reason I post more Intel builds on here than AMD builds.

Long story short:
Intel's CPU's used to triumph in the past.
Like from earlier 2010's to 2018 area.
Then AMD released their Ryzen CPU's which were matching and even beating certain intel cpu's in certain tasks.
Nowadays, intel is cheaper mainly because people arent buying them as much as they used to in the past.
Alteast thats my view of things.
