New PC shows no display?

Okay so I bought this HP Elite 8300 off amazon. I put a gt 1030 in it. Everything was working fine, windows started up etc. i changed the cpu cores from 1 to 4 (it was defaulted at 1) when i changed it to 4, i applied and restarted my pc as it requested. Now it shows no display. Any help?
 
Cpu is i5 3470. When you type in msconfig in search bar, this tab pops up. You click boot, advanced options, and you can choose how many cpu's you want working at once. The psu in this system seems small, im wondering if it is. I have a bigger psu but it doesnt have a regular psu 24 pin slot on this motherboard
 
That setting is for testing/debugging purposes. If you want all your cores to be utilized, the "Number of processors:" checkbox should be unchecked.

To get to safe mode, tap F8 as soon as the computer turns on until you get to the Advanced Options menu then select Safe Mode. You should be able to uncheck the box from Safe Mode.
 
I think I just need to buy an adapter for a 24 pin to a 6 pin.. this mobo only has a wacky 6 pin, i have a new psu laying around a evga 430w 80+, but obviously doesn't fit. It seems the psu on the pc i ordered failed or wasnt enough, only 230 watts lmao.
