New PC shuts off when installing windows, but BIOS works

Please help! I just built my first PC, a simple rig with an i3-8300, ASUS ROG Strix H370-I motherboard, 2x8 DDR4 3000mhz ram, and a 250gb WD Blue Sata SSD. I was excited because everything appeared to work fine, the bios works great and shows all hardware connected and working (CPU temp is about 39C).
However, when I go to install windows I only have a few seconds before the entire computer shuts down- the screen goes black and the fans shut down, no error message, no restart, nothing. I can retry it over and over and the same thing happens.
So far I've tried:
-downloading another copy of Windows and using all the USB ports
-swapping out the PSU (realized it probably isn't this anyways because the mobo has a power LED that always stays on)
-reset CMOS
-wiped SSD and tried all SATA ports
-used HIRENS boot cd to test the RAM
None of these showed any errors or fixed the problem. What do you think is wrong?

The fact that memtest ran means hat CPU and motherboard is functional.

It seems that you are only having problems when you try to do any IO.

If you disconnect your SSD and try to run Ubuntu, does it get further


I just tried Ubuntu, it got the exact same result. I've also tried windows from two separate USB downloads and an optical drive. I think I can rule out OS as the source of the issue...
 
Ok so we can rule out software.

In Bios it shows stable temp.

I am assuming that you have not overclocked.

When you boot from Ubuntu cd, can you run the live demo for any period of time?
The live demo does not touch your disk so if that works, it will point to your ssd.

Can you try a different hdd?
 
If your CPU is only showing 39deg in BIOS (and that does not grow over time). Just leave it on that bios screen for a while to make sure it is not growing.

Have you tried re-seating your RAM?

Try running memtest to verify your RAM.

I actually ran memtest86 overnight this week to check the ram. Full scan and no errors. Tonight I swapped out the hard drive with a brand new one, same result.

I'm thinking it's down to either the motherboard or the CPU?? Could the motherboard be bad even though the bios works fine?

Solution
Fixed it - the issue was a short coming from the case HD audio cable, a 9-pin cable that runs from the the case headphone and mic jacks to the motherboard. Could probably request a new case but I'm just happy to have a working machine now, don't need those jacks anyways.
