[SOLVED] New pc slightly underperforming

Hi,I bought a prebuilt gaming pc this august with the following components
i5 9400F 3.9ghz 70C in games
asrock phantom gaming rx 580 oc 8gb 1380mhz core clock,2000mhz memory clock
16gb ram ddr4 2666mhz dual channel
Inter-Tech Argus APS-620W psu
1tb ssd and 2tb hdd

I modified the gpu fans from msi afterburner since and it barely reaches 80C now
in cs go I get like 250 fps on average with 1080p max graphics except msaa which is set on 4x
for honor - 80-100 max graphics except supersampling and dynamic shadows,which are to high or medium
gta 5 60-80 fps online with max graphics except advanced
dark souls 3 60fps with max graphics
forza horizon 3 55-70 with max graphics except msaa
dmc 5 80-120 fps with max graphics
battlefield 1 70-90 fps with max graphics
the witcher 3 50-60 with tweaked graphics,anti aliasing and shadows being downed to be able to get this fps
the forest 55-70 fps with high graphics except shadows,anti aliasing and grass density
The thing is that,compared to other tests on youtube and my friend's pc that has a fx 6300,gtx 1060 3gb and 8gb of ram,he sometimes gets more fps,in for honor and gta the fps sometimes exceeds 20-30 fps
my drivers are up to date and I am out of ideas of what I could do
Any help?

I would still update to the latest bios,how scary that may seem to do,it is if done right no problem.

Just put the unpacked/unzipped bios file on an empty usb stick,find under "Tools" in the bios the "Easy Flash" tool and use it to update the bios.

See you also don't have the latest windows,
Get the Windows 10 November 2019 Update

Can try and set in the bios under the "AI Tweaker" de "Power savings and Performance mode" to "Performance mode",see if that helps with performance.Do this in windows as well.

Also update all drivers for the above parts=motherboard (mainly Chipset and Lan) and gpu.

One that psu would i replace.

Can you make a list of system specs like this?

download hwinfo,
install and open it=click run,
close the top window which is the system summary,
in the main window at the left top click "save report",
at the bottom of the next window check "sSummary for Clipboard",
after that you'll see what's in the pc,
copy by clicking "copy to clipboard" and rightclick+paste in your next respons
Before closing the "system summary", look in the lefthand low quarter what bios you run and see if it is the latest, also want to see if ram really runs dualchannel and what speeds.

Migth well be that fps you get are about what could be expected with the RX 580.

Hello.Please my on board NIC would not connect to other computers on the same LAN,what could be the problem?

I checked the bios version and it is not the latest,but on update notes it is the latest with system performance improvements

to see what temps are in the pc can you use Hwinfo too,


open Hwinfo,
check "sensors-only",
click "run".

isn't this kinda overkill?
my friend didn't do any of it
plus I am really scared of the bios update,and I don't see how could it help the system performance if it doesn't say it does
the drivers are up to date
and in bios I remember checking for performance,and in windows it is the same...
the temps are very good though

well the bios just doesn't make sense,since it's a pretty recent update I guess...
but the windows update didn't even show up
I will make the windows update,despite me having a pretty updated one
