New pc sometimes slow

Hello. I just bought this pc:

For some reason if i open multiple apps at the same time it lags for a few seconds and yet in the task manager the CPU usage is usually lower than 35% when it does that, but i think the Memory usage is much higher.
Could the problem be from the HDD, RAM or CPU ? I just wanna know if they cause this problem or is one of the parts defected.

All of these problems could be related to all three components you've listed. But RAM is Random Access Memory so if the problem is that it lags it could be the ram being a bottleneck. But yet the ram you have should work fine unless you have a defective set of sticks. but it could also be the CPU because the place you bought the CPU from could have messed it up somehow or it could be a used chip that was used alot and made it down in performance. If you just bought the HDD then it could be damaged so just call the provider and see what they say. Be sure to select an answer when you find it so others with this same question will find this forum to find the answer. i have a warranty on the whole computer, not for each part so it'd suck to send it back ...
The thing is , the "lag" doesnt occur continously... it doesnt really occur at all because i keep the pc clean and sharp mostly.
But i guess it could be the fact it is just a dualcore... even tho the CPU usage is low when it happens... oh well. I cant complain i guess, im able to play most of the new games on market with high fps.
