New PC starts and restarts

Hello all..i am building a pc and i have a problem...after all the building and when i thought my desktop is ready,i started up but it restarted after 5 sec and then again and again...does anyone knows what is going on ??? please help !!

is this restarting after you tried to install windows? (or any other OS)

You might want to check your wiring. Might have your restart pin attached to the wrong place on the motherboard.
