New PC starts for 1 second and then stops

My daughter and I just finished building her PC, and haven't yet installed drivers or an operating system. Pushed the start button, front and rear chassis fans start, and... The chassis fans stop after a second and the PC appears to be dead.

The motherboard is an ASRock H97 Anniversary motherboard http://asrock.pc.cdn.bitgravity.com/Manual/QIG/H97%20Anniversary_multiQIG.pdf.

We've since disconnected everything from the System Panel Header (header #15). Other than SATA3 connections (headers 8, 9, 11), the PCIe video card, USB connections (headers 6 and 17) and the audio connection (header 23), the only thing that is hooked up to the motherboard is the ATX power connector (header 5), the rear chassis fan connection (Header 7), and the CPU fan connector (Header 24). The front chassis fans are connected directly to the power supply.

Shorted the power switch to ground, and.... The same thing. Note that the CPU fan does nothing when the the start switch is made. Also, the rear fan is only controlled and powered by Header 7, and I did not connect any sort of additional power from the power supply

Is there anything else we need to hook up? Any ideas how to troubleshoot?

The motherboard has both a 24-pin ATX power connector (#5) and a 8-pin ATX 12V power connector (#2). Your posted link describes this as the second item. Are we suppose to connect both?
