Question New PC Stuttering

Built a new PC
Specs:
MSI B350 Gaming Pro Mobo
MSI Geforce GT 1030 GPU
AMD Ryzen 5 1400 CPU
2Tb Seagate Firecuda SSHD
Ballistix sport LT 16G DDR4
also running on windows 10

So my issue is when I boot my PC i will get to the login page for windows and stutter, after the log in i will generally freeze for about 10-30 seconds, from there I will continue to mirco stutter, with no end.

Ive read on some other forums thats it could be a number of things, i just RMA'd some new ram and the problem persists,

Im fairly new to the PC building scene so any advice would be greatly appreciated

1 stick or 2 stick of ram? what speed?
what the make and model of the psu?
fresh os install?
bios up to date? chipset motherboard driver up to date?
check the cpu temp?
