Question New PC stuttering

pc passes ALL benchmarks stress tests ETC , Runs at 65c max for cpu. Fresh install of windows 10 pro. IT ONLY stutters when cpu usage sits at max for a bit then if i set it to power save mode it stops stuttering completely.
I've isolated the issue is absolutely related to the CPU. i DID not touch anything in this screen but i feel it holds the key to fixing my issue
Intel i5-9600k
nvme samsung 970 500 gb
hx750 modular power supply
rtx 2070
phantom gaming x asrock motherboard

what screen are you connected too and how via hdmi/display-port

Rarraf, this moniter has persisted through two monitors. one was hdmi, one was display port.
Dorsai. The issue is i need to be able to run my brand new pc out of power save mode? why should i not look for a solution for that instead of permanently dealing with it?
