Question New pc stutters and unstable fps

So recently bought new pc, it was running fine for like a week but now fps fluctuates a lot. cant play other games, coz i get so much stuttering and fps is much lower than it should be. for example in black desert online, when i afk fps is 170, but when i start to use abilities it stutters and fps drops to 100. In apex fps can randomly go from 270 to 160.

• AMD Ryzen 7 3700X
• ROG Strix B550-F GAMING
• 750W FOCUS GX-750
• 2x 8GB DDR4 3200MHz
• M.2 2200/2000 MB/s SSD
• MSI RTX 3070 VENTUS 3x
• Windows 10

what i have done

• Reinstall games
• Reinstall windows
• Disable vsync
• Updated drivers
• Run malwarebytes
• Track GPU and CPU usages which seem completely normal
• Track all temperatures, all under 70°C
• Set RAM speed to 3200MHz from bios
• Change cpu thermal paste
• Reset BIOS settings
• Update bios
• Set power management to Ultimate performance
• Monitor cables are NOT connected to the motherboard
• Even checked house electricity
• 2 Seperate cables coming for GPU from power supply
