So I recently bought the listed hardware an assembled everything.

WD Red (4TB, 3.5")
Samsung 860 EVO (500GB, M.2 2280)
MSI GeForce RTX 2060S GAMING X (8GB)
AMD Ryzen 5 3600 (AM4, 3.60GHz, 6-Core)
ASUS Rog Strix X570-E Gaming (AM4, AMD X570, ATX)
be quiet! Straight Power 11 (750W)
be quiet! Dark Rock 4 (15.94cm)
Corsair Vengeance LPX (2x, 16GB, DDR4-3200, DIMM 288)

When I press the power button the following things happen
  • graphics card and motherboards leds light up
  • case and power adapter fans are running
  • cpu fan only runs for a few seconds
  • graphics card fan spinning with max speed (I guess, its very loud)
  • system doesnt boot, not even the bios)

I tried the follwing:
  • inserting ram in different slots and inserting only 1 ram module
  • running the system over the onboard graphics card

None of it helps.

Any ideas?

Greetings,
Devil Chicken

Solution
Check to see if you plugged the CPU fan in the CPU_FAN headers and correctly.

Look at the 24 pin and CPU power connector and make sure they are plugged correctly.

Make sure the power connector on the GPU is connected.

Your system won't work on the onboard graphics card. The Ryzen 3600 does not have an integrated graphics so it won't work.

Clear the CMOS to see if it fix the issue.
