New pc take way to long to start and shut down when 2 monitor are plugged

Hello everyone

I just build a pc so it's brand new. (Sorry for the english, I'm french and I'm learning)

When I start it :
If one monitor is plugged in, the pc take 1 minute to turn on (it's kind of ok) but when I add a second monitor the pc start like this : Asus screen with the option of open the bios => Black => Asus with the cercle of windows is loading => black => off => black. I this point it's juste stay black and I have to press the reset button and then it works normaly.

For the shut down :
If one monitor is pluged, it shut down in 1 minute like this : blue screen of windows shutting down => black => off => black => then everything is off. But when the 2 second monitor, the same thing happen but it take 10 minutes or more sometimes

I look on a lot of forum and i try what thez proposed but it won't change anything

This is my setup :
Motherboard : asus prime b350 plus
CPU : Ryzen 7 1700
Graphic card : Nvidia Quatro p400
Ram : 16g vengeance lpx
PSU : Corsair TX650M

on Windows 10


I'm new in this so I'm asking for your help

UPDATE : I resolved the problem for the shutdown by instal a old driver from Nvidia. Now it shut down in 10 sec.

But, tell me if i'm wrong, but a brand new pc with this setup who start in 1m20sec, it's slow right ? Is there still an issue with the driver or it's something else ?
