Question New PC turns on for a sec then off and then turn on normally after any hardware changes ?

Hi, I've recently built a new pc (see spec below) and every time there's any hardware changes, even if it's just USB thumb drive being plugged in/unplugged, whenever I turn the computer on, it will turn off within a matter of seconds, then turn on again and run normally.
Is this normal for a modern PC ? Or did something got short horribly but the PC keeps on running anyways ?

Mobo: Gigabyte Z790 Aorus Master
CPU: i9-13900k
CPU cooler: Deepcool Ak620
VGA: Manli RTX4090 (it does the turn on-off-on thing even before the VGA is installed tho)
PSU: MSI MEG Ai1300P
Ram: Corsair Vengeance ddr5 5600 16gb x 4 sticks (XMP enabled)
Storage: kingston fury renegade 2tb x1 Samsung Evo 970 1tbx1 and a bunch of other external HDD/Thumb drives I switches all the time to install stuff
Case : Be Quiet Darkbase Pro 900 Rev.2 Comes with 3 Silent Wings 140mm fans
Additional Fans: Deepcool RF120 white 120mm x6
There's 2 RGB stripes that came with the case that I installed. The blue color is broken but the other color lights works fine.
