So i will list components old vs new you tell me if thats enough for 1080p 60fps at ultra settings (shadows can be lower or those AA settings)

Mobo- some low tier msi ->
Gigabyte Z370 HD3
Cpu- fx8320 -> i5 8600k
Gpu- stays same R9 390 next year prob rtx 2070
Ram - 2x4gb hyperx ddr3 -> g.skill aegis 3000mhz 2x8gb ddr4
Psu - fortron hyper 700w (idk should i change that it works) -> Seasonic 750w focus +80gold
Ssd and Hdd stays same
For mobo,cpu,ram and psu it would cost me like roughly 800 $
Im from Europe where everything is expensive

That 2070 will come next year this year im still stuck on 3yr old R9 390 Sapphire tri-x.. well i got it last year after my old pc cooling 610w(made by seasonic) died after 10 years.. in 1yr didnt have problem with it.. im worried if it could ruin procesor and all of that but thats highly unlikely i wont oc until i get good seasonic psu and new gpu

That probably won't come out anytime soon, though. From what I've been hearing AMD probably won't announce Ryzen 3000 or Navi at CES, and even after they do announce it, it'll take a couple more months for it to be available. But if OP is buying next year, it won't really matter, because if it's not announced at CES it almost certainly will be at Computex.

I still dont know how to quote but anyway yea this year is over my budget but getting 2070 next year will again be good for 5 years on 1080p/60fps on ultra in about any game (not early access garbage..)
