New PC will not boot. Motherboard LEDs lit. No fans. Power-SW unresponsive

Ive gone through the sticky and troubleshooting guides to no avail. I'm breadboxing right now, and shorting the POWER-SW connectors wont start up the PC and I do not see any attempt at activity. Unfortunately, i do not have an onboard speaker, so i do not know if there are any beeps, but I can't even see the PSU fan kick up. Any suggestions would be fantastic.

I would try switching out the power supply.

Another possibility is that the motherboard is defective since the LEDs light up but the fans don't spin. The fact that the power supply fan doesn't spin may not be a problem. Many power supplies have a quiet feature that doesn't start the fan until it reaches a certain temperature or output.

The OP already stated that he is breadboarding the motherboard.

But further troubleshooting does require a component list.
