You can get a cheap usb flash drive and install the free version of Windows but even then you are looking at $1200+. Best bet is to save up a little longer while hoping the prices of graphics cards continue to drop.

$400 is going to be a tough budget for anything new in 2022. The game you mention doesn't take much to play, apparently, so probably worthwhile to consider something at the i3 or R3 "G" series, if you can find it. I had a hard time building an office system, new, for under $500 as far back as last year. Pricing has not gotten better.

Probably worthwhile to consider and look for something used that fits the bill.

my suggestion would be to continue saving for another year or so until you have adequate money for a decent lower-end modern gaming system;
at very least ~$1200,
at most ~$2000.

$400 may get you an older\used pre-built office system but it will be low quality and not capable of running much for games.
if building on your own; will get you a good CPU & decent motherboard, but that's about it.
