Question New PC won't boot, CPU cold

Hello,

So my friend just got his new PC.
Specs:
Asus Rog Strix X470 iGaming
Gskill 2x16gb 3200mhz cl16
Ryzen 2600
EVGA 650 PSU
RTX 2060

After putting everything together and after going to bios, bios showed 95-105 CPU temperature. It ran like that for maybe 10mins, then he realized he did not tighten one of the bolts on the AIO enough because rear bracket was damaged. We then repaired that, started the PC, installed windows, everything went smooth. 30idle temp, prime 95 after 15mins was at 60 degrees celsius and did not move.
Then we proceeded to just increase memory frequency and tighten the timings a little bit. So we went with 16-17-17-37 at 3200mhz, 1.30v. Pc started normally, we run prime 95 blend test for an hour and not a single problem, temps were fine, installed few programs, all good. We decided to stop tweaking and went to bios for the last time just to change the boot priority to nvme ssd.
Then the problem started, in the middle of bios when we went to change the boot settings, PC froze. we waited a minute or two, then restarted it. It refused to boot. PC starts, fans spin, everything seems to work, but no picture. SB_PWR light is orange.
You can power the PC normally with switch on the case, but you cant turn it off like that, only with a switch on the PSU or by unplugging it from the wall.
So we tried with just one stick of ram, then with other, then changed slots. nothing. After trying for several hours, we decided to try some components in the other ryzen PC(lets call it a PC2). Gpu works fine, RAM works fine, PSU works fine. While we were pulling out the parts, we noticed the CPU was stone cold. In both PC and PC2, his ryzen 2600 was stone cold, then we tried with other ryzen CPU from PC2 just for a 5 secs to test if it heats up. It heats up instantly.(we held the cooler on the CPU while doing this, it was not without a cooler). The only difference is when we take the ryzen from PC2 and put it in my friends PC, CPU heats up, but still no picture or anything.
I still refuse to believe that motherboard died like this, or even a CPU, i seriously cant understand how it could die. Only maybe it if was problem from the factory.

I'm thinking of contacting Asus via live chat but I would like to hear you opinions first.
