New PC won't connect to the internet

My friend today has just built a new PC. He went to plug it into the internet via ethernet but it doesn't connect. The lights come up on the port itself but it doesn't connect. His motherboard is a "ASRock - AB350M Micro ATX AM4 Motherboard"

What OS? check to see if it got ip or if it disabled?

He's running windows 10 and the ethernet cable works fine on other pc's.
It comes up with the message cannot identify IP
