New PC won't POST after power outage

Just built a new PC from the ground up. Top of the line. Now it won't boot.

I get a q-code of: 20 21 03 84 de ad

Can anyone decipher these codes? The manual is not helpful and the online manual doesn't have updated information yet.

System:
- Asus Prime X399-A motherboard
- AMD Ryzen 1950x Threadripper CPU
- 32gb (4x8) G.Skill DDR4 2666 memory
- Sapphire Vega64 GPU
- Corsair RMx1000w PSU

I've tried removing the GPU to see if I can force a different POST error, no luck. Same codes as above. I also reset the CMOS and took out all the RAM and tested booting with each stick one at a time. Same codes. I'm starting to think it's a component on my mobo.

Edit: after sitting with power unplugged and CMOS battery removed for about 5 minutes, I got it to post again. After setting up the bios once more I hit Save and Exit and it just went back to the same q-code cycle and no longer posted.

Edit2: Ok I've done further testing. It seems the code will happen with no POST if I enable the AMD fTPM feature on my motherboard. Unfortunately this also means that I can't boot to windows as bitlocker was setup to use that module. I'll see if I can get the recovery key to unlock my system without the module and try to go from there.

Edit3: ok we're back in action. After decrypting my drive and running stress tests, it seems everything is fine. Memory is fine, drives are fine, CPU and GPU are fine. I'll try resetting the TPM in the bios and re-enabling it. If it was just a false flag and the module isn't dead, then I'll chalk it up as a fluke.

Yeah so I think what happened was after the power loss, the TPM module got mixed up. I had to turn off the module, unlock my drive with my recovery key, then reset the module and re-enable it. If I didn't have my recovery key, I would have lost my data. I think I'm gonna turn the module back off and leave it off. Not worth the risk. Power goes out several times a year here so I don't want to risk it anymore. Other than that, all my hardware is stable and in pristine condition. Passing all the deep stress tests of memtest, prime95 (12h), and furmark (12h) as well as a full chkdsk on my two platters and an integrity test on the two SSDs.
