Question new pc wont post cpu light debug

Hey guys I built a brand new pc its not my first one so anyways it wont POST I tried following the thread here but it wont work my last pc died on me I was like oh well time for an upgrade the only thing that I used from my old build is my RAM and HDD when I turn on my pc everything is working mobo is lighting fans are spinning but no signal on display and on the mobo cpu debug light is on, its a brand new cpu so I checked for bent pins I reinstalled it 3 times triple checked every connector, did the one stick of ram in every place nothing works but then I tried removing all ram all together I thought it will light DRAM light but still the same thing only the cpu debug light is on could it be the RAM is not working? if it isnt working shouldnt it be lighting the DRAM debug light not the cpu? anyways here are my full specs

i7-10700k
msi mag z490 tomahawk
RTX 3060ti
Corsair Vengeance LPX 16GB (2x8GB) DDR4 DRAM 3200MHz
CORSAIR RM Series, RM650, 650 Watt, 80+ Gold Certified, Fully Modular Power Supply

any help would be appreciated I still didnt reset CMOS cuz I thought its useless since its a brand new pc and mobo

Which parts in the listed specs(which is incomplete) is recycled from the older system? Older PSU? You might want to just try and power the system without the discrete GPU considering you have an i7 K suffix processor.

Which slots are you populating the rams on your motherboard? If the CPU LED is lit up then there's an issue with the CPU or the board. You state that there aren't any bent or broken pins on the motherboard, yet I think you might have a faulty board or a faulty CPU. I've had a couple of them whereby I had to RMA the CPU as well.

only the RAM is old psu is new what more specs u need i thought hdd and ssd are useless for this problem
