[SOLVED] New PC wont turn on

Hello all kindly need some help here.

My component is
Mobo.. Asus Prime B360M-A
CPU.. Intel G4400
GPU.. Zotac GTX750TI 2gb
RAM.. HyperX Predator 3200mhz 8Gb
HDD.. Seagate Hdd
PSU.. Thermaltake 700watt TH2MY

Problem stated as below;

1. The build wont turn on its just the cpu fan keep restarting spinning and stop for all the times.

2. If I take out the RAM the cpu fan will keep spinning all the times.

3. If the ram is inserted again then the problem number 1 is happen again.

The problems will solved and Pc will turn on if I get new CPU that's compatible with my motherboard??

Currently the Pc won't be turn on and even the POST screen and bios not displayed. All off this happen because incompatible of Central Processing Unit??

Yes. A Coffee Lake motherboard won't POST with a Skylake/Kaby Lake.
