New Power Supply, Computer Keeps Restarting

I recently purchased a new CORSAIR TX 850 V2 to support my recent upgrade to a Galaxy GTX 680 2GB. The idea was to replace my old computer in parts until I had a fully new machine. The power supply I replaced was a BFGR550WGSPSU.

Since trying to replace it, I've had no end of problems. I can plug in the 20 pin and 4 pin connectors into my motherboard, and it will usually start, but adding on anything else will cause it to reboot around every second until I turn it off. Further, after I remove the new piece, the motherboard doesn't always work again.

Specs are:
Foxconn m61pmx motherboard
Saphire Radeon hd 4850
AMD Phenom x4 9650
PC2 6400 1GB DDR2 800 Ram x2
HDT722520DLAT80 Hd1
WD400EB - 00CPF0 Hd2
Maxtor ATA 133 (PCI expansion card)

I'm hoping there's some step that I've missed and I won't have to RMA it or I haven't messed up my power supply, but I'm not holding my breath. I'd also like to be able to test my GTX 680 before its RMA period expires, but I don't think my current PSU can provide enough amps down the 12V rail for that to work.

EDIT: Also there's some sort of white stuff coming out of one of the big black cylinders inside my PSU and [strike]I've probably messed it up somehow[/strike] apparently it's glue.

Looks like whatever I've done is now also happening with the old power supply. It appears to reboot itself several times before starting up permanently. This apparently/maybe has to do with some sort of BIOS settings. I suspect that I will probably a) solve my own problem (still working on it) and b) feel really dumb (most of the way there) before anyone else even comments in the thread.
