I've got a friend who's dead set on not building a computer, but is very adamant on getting the best performance possible. What is your thoughts on this?

I know the h81 isn't really the best chipset for haswells, and It'd be worth it for an SSD too but I couldn't find a single "good" PC that wasn't an i7-4790k + 16/32gb of ram + a gtx 750 and a noname PSU brand.
I tried a lot of places like dino pc, pcspecialist and cyberpower but they wanted like 900 pounds for the same system.
(btw the total budget is around 1,000 pounds).
